Currently this IP address appears to be blocked for one week (see block log). A WHOIS lookup does confirm the IP is registered to Telkom in South Africa, along with other IPs in the 198.54.202.0/24 range (which has never been blocked). Looking at this IP's contributions record, it's been editing since late April and has been used several times in the past few days for pattern vandalism and harassment, without much other activity (see: [1] [2] [3] [4] [5] [6]). This block does not appear to affect a large number of people.
