Though this image is subject to copyright, I feel its use is covered by the U.S. fair use laws because:

1. This is an old Soviet photo of 1958, having almost no commercial value, the copyright belong to Government of Russia who would hardly use it for any commercial activity
2. This is a low quality copy of the original image any paper copy of it would be of an inferior quality
3. The photo is rare and has a historic value showing together the father of Soviet Fusion bomb and the father of Soviet Fission Bomb
4. Both Sakharov and Kurchatov are dead thus a free substitution image is impossible
