External links are not a link directory for anything related to the subject of the article but for sites which expand on or supplement the encyclopedic content of the article. A site which confesses to not being about Doctor Who isn't going to do that. Plenty of Who fans have websites and blogs (myself included); being produced a fan - even having occasionally content related to the series - doesn't mean a site supplements the article.
