This IP adress belongs to Kuleuven, a Belgian University with some 30.000 students. IP 193.190.253.129 is the university's proxy server for its network. Both students and professors use it. Please consider all other alternatives before blocking. If you have to block, consider blocking only anonymous accounts. Lots of students actually have a Wikipedia account and probably have something useful to add. If you block the whole IP, lots of people with no bad intentions will be punished too. (The Dutch Wikipedia also has this warning: [1])
