- It does depend on the type of block. Your block log is located here. If you are blocked from editing without being logged in, check that page for the following:
- anon only means that only unregistered users are blocked. If you are able to log in to an existing account, you will be able to edit.
- account creation blocked means that you will not be able to register a new account. You will need to log in from another IP address in order to make an account, log in, and continue to edit.
- autoblock should not apply to an IP address, but this blocks all IP's that are used by a blocked account.
- The usual options set for an IP block are the first two - this allows users who already have an account to continue to edit, but prevents IP vandals from creating an account to continue their disruption. Unfortunately, it will also keep you from making constructive edits. I'd recommend making an account now, while you still can, if you wish to continue editing constructively.
