This is a "tracking category", a category intended to build and maintain a list of pages primarily for the sake of the list itself.
This page lists all 1632 characters and is the union of its three related sub-categories:
  1. Category:1632 character articles — tag with tool {{1632 character article}}
  2. Category:1632 series minor characters   — tag with tool {{R to 1632 characters}}
       and
  3. Category:1632 series redirects needing articles — 1632 character redirect pages—that is those 1632 characters for which there exists a redirect needing expansion into a stub article and is used similar as a to-do list.
  • Other characters, which have a stub-article or article in place, are to be listed in Category:1632 character articles (template tool is which adds to multiple categories).
  • Minor characters which have supporting roles and so should not need a character page (at this time) are categorized using the tool {{R from 1632 character}}, which page should redirect to the proper section of the compendium list article: 1632 characters.

}—page is a 1632 important topic that should (eventually) be stubbed into an article page, so long as WP:FICTION, and especially any character notability guidelines are satisfied.
   Characters workups should tag redirects in this class initially with both {{1632 characters|}Surname, First}} and {{R to 1632 characters|}Surname, First}} so the article needed is (blindingly obvious!) visible in both characters categories.
   Any character redirect page should and must have a matching Surname, First title section in 1632 characters, but most minor characters should define Last, First for the next section title (alphabetically) above.
    Document all redirects pages but especially such off-center redirects with the {{redirectstohere}} tool with the hide=TRUE switch defined so if and when an entry is added between, it can be used as the new best target.
