- Yes; see "Removing warnings" under WP:VAND. They're kept there as official policy so people can easily identify persistant vandals. You may always get an account if you wish to make content-filled contributions on a clean slate. In any case, I saw you were interested in being "aware of many of the guidelines" of the project; here's a neat welcome template with a bunch of handy links:
