Yes, this is a shared IP address behind a firewall at the State of Ohio Division of Administrative Services IT Center. At least 1500 users at this location alone would appear to originate from this address as well as users from at least 5 remote locations who are all behind this firewall.

I made a few minor edits to the Virginia Tech Massacre article last year. I did not contribute any new or speculative content. I merely altered some of the language that appeared the time to be subjective or speculative or confusing fact with opinion and tried to make it more neutral, objective, and to emphasise that it was not conclusive. I can't believe that would be considered vandalism.
