First, I want to note that I had nothing to do with listing this image at PUI. I guess you got my name from the bottom of the page where I had listed another image. Next, since you now admit clearly that you are not the artist Sivkov, then it is clear that you cannot release that person's intellectual property under the GFDL. Here is an example, could I photograph the Coca-cola logo and place it on my own soft drink and claim that I own the rights to the logo because I took the photograph? Of course not. Because the subject and focus of the photograph, even if you took it yourself, is someone else's work, you cannot "steal" their work by simply taking a picture of it. We can only use this photograph on wikipedia if it has an appropriate non-free license and accompanying fair use rationale. If you have any more questions, feel free to contact me again.
