Hi Tracy. I would be happy to help you create a Wikipedia article related to the study The Power of Access: A Landmark Study on the Relevance of Access to People, Businesses and Nations. However, the only potential WP:RS references I could find to use in the article are:

These really are not independent WP:RS since they appear to be produced by those that have an interest in the study. Also, I do not think the study itself could be cited in an article about the study since it is not independent of the topic of the article, namely independent of the Power of Access study. If you know of other WP:RS, please contact me on my talk page.
