In case you didn't know, when you add content to talk pages and Wikipedia pages that have open discussion, you should sign your posts by typing four tildes ( ~~~~ ) at the end of your comment. On many keyboards, the tilde is entered by holding the Shift key, and pressing the key with the tilde pictured. You may also click on the signature button located above the edit window. This will automatically insert a signature with your name and the time you posted the comment. This information is useful because other editors will be able to tell who said what, and when. - I disagree with your statement, but you are well within your rights to disagree with the content of the article. If you have creditable evidence that HBCU institutions are "basically institutionalized racism" please feel free to add it to the article. Wikipedia is about facts, not personal subject opinions. - You do realize you're talking to an address operated by the U.S. Navy? It can be assigned to any number of random people. I sympathize with your problem, but with the population you're talking about, it seems an inappropriate measure to take especially since the vandalism doesn't appear to be large scale.

- We realize that this IP is from the US Navy and frankly, got nothing to do but to vandalize wiki pages and it's not only this IP, several related IPs are also used for vandalism. Large scale or not is not your opinion to make when your IP is doing all the vandals, it's people who make constructive edits to make. It is not Wiki's problem if 'your population' is doing the vandalizing, it's your network administrator (and frankly, US taxpayers) problem for letting people use the armed forces computer to do non-related business.
