136.206.1.17 is one of the proxy IP addresses (proxy3.dcu.ie) from Dublin City University (DCU), Ireland. Just about any edit emanating from DCU will appear with this IP address! (There are three proxies, proxy1, proxy2. proxy3). I discovered this by accident when I forgot to log in, made an edit and saw a revert on the page. The revert log pointed here, but the entries didn't make much sense until I checked the IP. Therefore the comments directed to this IP may be directed at several different people. - Please stop recreating the 2006 Wimbledon article. As you can see, it is not the year 2006 yet. Unless you can verify (using a time machine or similar means) who is going to win the 2006 Wimbledon tournament, it has no place on Wikipedia. Wikipedia is not a crystal ball.
