If it's just because you think it's funny to be able to block access for your entire university, then please consider how unfair it is to those at Bar-Ilan who want to contribute to this great resource. This is a public IP address, used by any person who edits from Bar Ilan University, be it a good-faith editor or vandal. The vandal seems to be trying to get the university blocked, as is clear from his edit summeries.

Contacting the system administrator & Some notes
I've contacted the system administrators at the Bar Ilan University and asked them to contact Hall Monitor and resolve the issue. Please note that Bar Ilan University is a community of some 30,000 undergraduate students (+ graduate students + faculty), and I think it would be a good idea to have the issue resolved as soon as possible.
Question: is there a general Wikipedia policy on such a case, when there is one person vandalizing pages on a network shared by thousands of other users? -- M.L. (Talk) (April 18,2006)

- I don't have time to translate this, so you can either take my word for it or consult another Hebrew speaker, but: w:he:ויקיפדיה:התמודדות עם טרולים/המשחית היצירתי - תלונה is the page on the Hebrew Wikipedia devoted to an official complaint lodged against the Bar-Ilan vandal at Bar-Ilan university. It seems that an admin on the WP:he who teaches at Bar-Ilan has identified the individual behind the vandalism from this IP, and has initiated disciplinary action against him for breaking certain university rules of conduct. I'm not up on the details, but I am satisfied that this IP should be unblocked on a trial basis for the benefit of legitimate contributors from Bar-Ilan university, of which there are several. --woggly 19:56, 3 June 2006 (UTC)

- I don't think that was vandalism. It was a joke: perhaps not encyclopedic, but amazingly enough relevant to the topic. I judge it well intentioned, and not meriting such a severe warning. Also, please note this is a shared IP from an Israeli University that contributes many good edits; there used to be a persistent vandal who used this IP, but he was disciplined by the University and has not been active for several months. --woggly 07:53, 11 August 2007 (UTC)
