Globalization is the wrong tag for such a problem... there are no multiple parties involved here... its only India. Globalizing does not work. The better way IMO would be to point out the areas that need improvement, or have a problem, and put an in text tag or a problem template on the concerned section or point. For eg, the POV or fact tag would be better, more appropriate.

I'm not knowledgeable enough in this area to change it, so I'll leave that to you. I have absolutely no problem with you changing the text in any way you see fit... the Agni page has a problem in that it is not encyclopedic, and is written more like the paper from which it is taken. So what is in the paper is not the best for wikipedia, and it would be great to see improvements.

My disgreement is SOLELY with the globalize tag, which is not the tag to be used here. Better would be to point out the individual sections rather than paint the whole page.
