If it's Chutiya, and you mean "A1" then this refers to a criteria for speedy deletion -- the first item under "Article criteria".

A1 states Speedy Deletion may be appropriate for: "Very short articles providing little or no context (e.g., "He is a funny man that has created Factory and the Hacienda. And, by the way, his wife is great."). Limited content is not in itself a reason to delete if there is enough context for the article to qualify as a valid stub."

In this case the article seems to be of this kind. Wikipedia isn't just a list of words or slang, and the article provided little context and little reason why it was a useful encyclopedia article.
