You're confusing CCC and CWC, two distinct entities. CWC was one of eight colleges within the CCC system until CWC was closed. The remaining CWC departments were absorbed into Harold Washington College. It is regarded as an official observer status until Russia, China and Serbia negotiate but they are part of the U.N. Majority of the world has now recognized them. --Возрождение (talk)

It has not even applied for the United Nations in the first place, surely no observer status (there is none for the UN).
