First published in the Large Soviet Encyclopedia in 1970s, has been used on many other sites still. Work is definetely copyrighted, but no author claims of copyright has been made. Suggest - qualifies as fair use. Original source [3]

It is disputed whether or not this image violates our first fair use criterion.

The reason given is: This is a historical image taken from the Large Soviet Encyclopedia, that was uploaded to the internet the Department of Culture of the Vologda Oblast (cultinfo.ru) for free use [4], It's impossible to recreate the 1970s as there is virtually no photographs, apart from this one, that can capture such a moment.
