Is this image really free? Is Rewards for Justice some kind of U.S. government institution, and thus public domain? From what I can see on the website of Rewards for Justice, the fund isn't directly associated with the U.S. government:

The Rewards for Justice Fund is a non-governmental, non-profit 501 (c) (3) charitable organization whose sole affiliation with the U.S. Department of State's Rewards for Justice Program is for the purpose of raising and providing private contributions for its use in the identification and apprehension of terrorists operating within the United States and abroad.

Btw, anyone knows why al-Zarkawi isn't available on FBI's list of most wanted terrorists? /85.226.48.180 15:30, 17 Feb 2005 (UTC)

No matter what website it came from, this photo was obviously not taken by a U.S. government employee and cannot be considered public domain. I've changed the licensing to fair use.--Pharos 14:13, 27 September 2005 (UTC)
It looks more like a mug shot than anything, but since it was likely made in another country copyright rules on mug shots may be different. --tomf688 (talk - email) 16:29, 8 June 2006 (UTC)
