Zé Povinho is a Portuguese character created in 1875 by Portuguese artist Rafael Bordalo Pinheiro, and became the unofficial symbol of the Portuguese working class, a national personification of Portugal. He is a popular kind man who lives a simple life and mocks the powerful, unlike Uncle Sam from the USA. Zé is not a figure of authority but rather a simple man of the people, acting as a tool of criticism against the powerful, the political and elitist fringes of the society, the injustice and the tyranny. Zé in Portuguese is a common short form of the name "José", and "Povinho" is a diminutive for People.
