Ignore all rules is a policy[1] that states, specifically, the words: If the rules prevent you from improving or maintaining Wikipedia, ignore them.
Many Wikipedians have many different interpretations of this "policy". Here is my own, personal, opinion.
IAR is a fundamental policy that goes in line with the essay use common sense. Rules on Wikipedia were determined by community consensus. It is possible, however, that the community did not forsee exceptions to the specific rule; in which case, the policy may hamper editors from doing something necessary to improve our encyclopedia.
It is important to remember that Wikipedia's ultimate goal is to become a reliable, referenced encyclopedia. As long as an action helps us reach that goal, even if it means breaking another rule in doing so, is acceptable, even encouraged.
