Yuji Uekawa is the main character designer and lead visual artist in the Sonic the Hedgehog series. He mostly figures out what design characters should be other lower branced character designers add color and outline. Uekawa has been in his job place from Sonic Adventure to the current Sonic the Hedgehog 2006 and perhaps will be responsible for future new main characters.
