[edit] wording choice

Please demonstrate how "based off" is anything but a colloquialism? "based on" is one thing. That said, the Wisconsin State Senate's powers were not "based on" (or off) those of the US Senate (a statement that makes it sound like the US Senate authorized the powers of the State Senate), they were, in fact, as I wrote, modeled after the powers of the US Senate.
