Winfield "Win" C. Moses Jr. is an American politician from Fort Wayne, Indiana.

[edit] Educational Background
Moses graduated from South Side High School in Fort Wayne in 1960. He then went on to Indiana University, where he graduated in 1964 with AB degrees in Economics and Philosophy and a MBA in 1966.

Moses began his political career as a Fort Wayne City Councilman, serving in this capacity from 1971 to 1979. He then was elected Mayor, serving from 1980-1987. He is currently the State Representative of Indiana House District 81, a position he has held since 1992.
In 1985, Moses had to resign as Mayor of Fort Wayne due to statutory criminal activity in his re-election campaign. Cosette Simon, the City Controller assumed the mayor's position under Indiana law, the first woman in Fort Wayne history to do so. At a caucus of Democratic precinct committeepersons to fill the vacancy created by his resignation, Moses was elected as mayor 11 days after the resignation which was part of the plea agreement he reached with the special prosecutor.
The plea agreement spawned bumper stickers which read, "Win Moses, a Mayor of Conviction."
Moses narrowly averted defeat by Republican Matt Kelty in the 2002 general election for state representative. The margin was so narrow that the race was subject to a recount.
Moses was also a Delegate to the Democratic National Convention in 2000 and 2004.
