William C. Ocker

William C. Ocker was known as the "Father of Blind Flight" for his work as a flight tester of modified aircraft in the early 1900's. He was also hand-picked by General Billy Mitchell to scout various parcels of future airfields near the Potomac River. One of the tracts he selected became Bolling Field, Washington DC. He was an enlisted pilot, inspired to fly by watching Vernon Burge, another enlisted pilot.
