The author states here http://www.harpseals.org/toolbox/xtoolbox1.html that the images are available for free use in anti-sealing material. However, because the word "opposition" is capitalized, it is clear that the meaning of the sentence is that the image cannot be used in PRO-sealing material. Because this picture (of a harp seal pup, a "whitecoat" and it's mother), is of a "whitecoat" which are suckling pups, and currently (march 2006) not legal to hunt forexample in Canada since 1987, it will not be used in Wikipedia to promote illegal hunting, or any other pro-sealing material, I believe the author would approve.
