The Strongest Man in the World: The Great Pirate Whitebeard, Edward Newgate.

Although he was shown only once in the TV series, he is considered to be the strongest pirate in the whole world. Even though he is the strongest, the World Government doesn't see him as a serious threat, but they do fear the rumored alliance between Red-Haired Shanks and Whitebeard. They are trying to prevent this from happening, for they fear that it will bring destruction to the world and they will do anything necessary to prevent that, even considering eliminating Red-Haired Shanks and Whitebeard.
