A Whelk Stall is a colloquial (slang) expression denoting a small enterprise which is very simple to run.
Usage: Normally used as part of a mildly derisory and exclamatory phrase e.g "The Group Executive Committee (etc) could't run a whelk stall!" indicating failure to carry out simple tasks that others would find easy to accomplish.
