This user account is a bot operated by Where.

It is not a sock puppet, but rather an automated or semi-automated account for making repetitive edits that would be extremely tedious to do manually.
Administrators: if this bot is malfunctioning or causing harm, please block it.

Wherebot aims to tag newly created articles that are copyvios with {{db-copyvio}}. It is written in perl, and utilizes Net::IRC, Yahoo's search API, wget, and replace.py (from pywikipediabot).

It is currently editing Wikipedia:Suspected copyright violations.

A (probably old) version of the code is available here under the GPL. If you want the latest version, feel free to ask me.
