I'm making my own proposal for the designation of those who may have sysop access on english Wikipedia. The process is simple. Exactly the same as the current RfA process, except instead of a supermajority, a simple majority is required, but promotion occurs if and only if a bureaucrat wishes to promote. No bureaucrat is required to promote, and after a week of no promotion, the request can be considered failed.
