This picture is from the Washington State Departement of Transportation. The image shows the George Sellar Bridge on the Columbia River. The smaller bridge, the Old Wenatchee-East Wenatchee Bridge, was the first highway bridge built on the Columbia River, which opened to traffic in 1908. It is now a foot bridge and part a paved recreational trail which runs both banks of the river and are connect by the walking bridge and the Odibashian bridge (in North Wenatchee). This foot bridge also contains a large irrigation main that supplies water to East Wenatchee.
