[edit] History
The Welland estate was designed in the 1970s by Brian Ward based on the American Radburn, New Jersey housing layout, a layout which aims to have no defensible space and to separate cars from housing so the majority of houses are accessible from the front only by footpaths. A downside of this design is that it creats poor surveillance particularly for cars parked at the rear of the estate. However, a benefit of the design is that the estate contains extensive green spaces, footpaths and alleyways linking streets in and around the estate.
[edit] Demographics
The estate is home to a large number of Portuguese and a growing number of Eastern European nationals. Although there have been problems between the various nationalities,[1] in September 2006, the main problems of the estate were "antisocial behaviour and under age drinking by youths from neighbouring areas congregating and mixing with local youths." For more information, see the Crime section below.
[edit] Media
The Welland Estate became nationally notorious when on 29 November 1994, a body belonging to six year-old Rikki Neave was found in the Estate (BBC News).
A one hour program about the estate was shown on Channel Five on 27 April 2005.
[edit] Crime
Many of the flats in the estate have prolonged problems with antisocial behaviour.[1] For example, in the footpaths around the estate, many of which are dark and secluded, there are high levels of antisocial behaviour.[1] Due to these high levels of antisocial behaviour in the Welland Estate, the estate has the worst crime in the city of Peterborough.[citation needed] Most of the crimes that take place in the Welland Estate are burglary, robbery, assault, and vandalism.[citation needed]. The estate also has a notorious gang called the "Welland Boys"; this gang is usually the one that is responsible for the crimes that occur in the estate. On 15 June 2006. the Welland Boys gang member, Ashley Tarron, was sent to prison for eight years for murder and assault of three police officers. Many shops, such as Newsagents, at or near Welland estate have been robbed many times, due to high crime levels.[citation needed]
