WBE is the CW affiliate for Elmira, New York. It broadcasts exclusively on cable that was originally part of The WB 100+, as the Elmira market is ranked below 100. It is operated by WENY-TV.
For the launch of The CW to replace UPN and the WB in September 2006, WBE became Twin Tiers' CW. It is also carried on most cable systems. It remains to be seen if the station will change its fictional call letters for the up and coming CW.
When WENY's digital service begins, WBE's programming will be seen on WENY's digital signal.
