State Route 311 was a spur route of State Route 31 that was first signed as such in the 1964 state highway renumbering. At that time, SR 31 extended southward past Tiger to Newport. SR 311 ran from U.S. Route 2 near Sacheen Lake to then-SR 31 in Usk.
In 1973, after the North Cascades Highway had been completed, the southern portion of SR 31 became an extension of State Route 20, and State Route 311 was renumbered as State Route 211.
