The correct modern orthography is "Wards Island" without an apostrophe. This change should be made throughout Wikipedia.

A New York City Asylum for the Insane was located on Roosevelt Island until 1894 when its patients were moved to Ward's Island, according to Roosevelt Island Historical Society (see http://www.correctionhistory.org/rooseveltisland/html/rooseveltislandtour_octagon.html). This article references an institution with exact same name opening in 1863. Did they have the same name at the same time? The facility on Roosevelt Island opened in 1839 and Charles Dickens wrote about it in 1842.
