This pic was uploaded from: [[1]]. This is a German photograph now well over 50 years old. Under Germany's copyright law, Article 72, this means that any copyright has expired. Moreover, this picture has been used by countless organisations and articles and should also be considered fairuse as such. As a matter of fact it has to be considered to be in the public domain. As a newcomer to wiki I can just tag it as:

{{PD-GermanGov}} does not apply to images such as this. See Template talk:PD-Germany#German government PD template needed. German photographs are copyrighted for 70 years pma. This can be included under fair use, but only under limited circumstances. In such a case, a fair use rationale must be written.

We are not discussing "laws, decrees, official edicts and announcements, court decisions and official interpretations of such decisions" (in German: "Gesetze, Verordnungen, amtliche Erlasse und Bekanntmachungen sowie Entscheidungen und amtlich verfaßte Leitsätze zu Entscheidungen genießen keinen urheberrechtlichen Schutz.") German law interpretes §5 of the German "Urheberrechtsgesetz" very narrowly. It does not apply to this pic. You can use it under "fair use", even if not directly applicable in the public domain.
