I assume this the work of a government agency because the image is of military aircraft from above. The proximity would have been prohibited without specific permission from the military, but was probably taken by the military.

The source web page says: "F9F-8s of VMF(AW)-314 stationed MCAS El Toro, over El Centro while participating in 2nd Annual Fleet Gunnery Meet at NAAS El Centro, CA.
