After reconsideration I do not think that this link is suitable under the external link guidelines of Wikipidia given above. This site has an objectionable amounts of advertising. It also does not provide a unique resource beyond what the article would contain if it became a Featured article. In addition as you point out rightfully there are directories for webcams like earthcam which are much better places for someone looking for webcams on a location then Wikipedia, which also should not promote a single one of them by including it in an external links section. Please also note that there seems to be a broad consensus on the removing of this link as up to now also two other users have reverted its insertion.
