State Route 164, the Western Freeway, is a primary state highway in and near Portsmouth, Virginia, United States. It is a freeway connecting Interstate 664 and U.S. Route 17 in northeastern Suffolk with U.S. Route 58 (Martin Luther King Freeway) at the Pinners Point Interchange northwest of downtown Portsmouth. SR 164 crosses the West Branch of the Elizabeth River via the West Norfolk Bridge; it connects to downtown Norfolk at its east end via the Midtown Tunnel (US 58).
