Vincent Otti (born ca. 1946) is the second-in-command of the Lord's Resistance Army (LRA) rebel group that is active along the border regions of northern Uganda, southern Sudan and northeastern Democratic Republic of the Congo. Born in Atiak sub-county of Gulu District, he was one of the five persons for whom the International Criminal Court issued its first arrest warrants on 5 June 2005.

Otti has been variously referred to as "Vice-Chairman" and "Second-in-Command" of the LRA, which is led by Joseph Kony. He has been with the LRA since its inception in 1987 and is a member of the "Control Altar", the core leadership group that devises strategy. His ICC warrant of arrest lists 33 counts of war crimes violations since July 2002, including attacks upon civilians, enslavement and enlisting of child soldiers.
