Vijay Kumar Malhotra was born on December 3, 1931 in Lahore. He is currently a member of parliament (14th Lok Sabha) from the South Delhi constituency in New Delhi. He belongs to the Bharatiya Janata Party.

This is Malhotra's 4th term in the Lok Sabha. He has also served as a member of the Rajya Sabha. He has had an active career in politics; Chief Execitive Councillor of Delhi's Metropolitan Council (1967), President of the Janata Party, Delhi (1977) and BJP, Delhi (1980-84). Now the deputy leader of the BJP parliamentary party, Malhotra is also an educationist. He holds Doctorate in Hindi Literature.

Besides politics and social work, Malhotra is also involved with chess and archery clubs in Delhi.

Prof. Malhotra is Sr. Vice President, Indian Olympic Association besides being the President, General Association of National Sports Federations; President, Archery Association of India.

Prof. Malhotra, being the Chairman, All India Council of Sports, holds the rank of a Union Minister of Govt. of India. He is also associated with the organisation of 2010 Commonwealth Games to be held in New Delhi.
