  1. State/Province/Region
  2. Subpage of Wikipedia:Wikipedians this category replaces
  3. Parent category link (e.g., "Wikipedians in <parent country>")
  4. Name of the parent country (this will be used as the sort key within the parent category)
  5. Optional Wikitext appended after the link to The State/Province/Region, so you can add regional noticeboard links, etc. It defaults to a period.

To create a category for wikipedians in Massachusetts in the United States:

{{Template:Usercat-1|Massachusetts|Massachusetts|Wikipedians in the United States|United States}}

Note that in the below example output, the "To add yourself to this list..." segment is incorrect because it uses the {{PAGENAME}} variable. When you place this on the category page, it will work correctly.
