{{USCongDistState | state=Delaware | dists=2 | AL=y | obsolete=The 2nd at-large district has been obsolete since 1823. | abbrev=DE }}
If the state currently has (or once had but no longer has) an At-large district, then the field "AL" should be included with non-blank data.
If the state has never had more than one district (e.g. Alaska), then the field "dists" should be blank or 0 (zero) and the field "AL" should be included with non-blank data.
If the state had a territorial district, then the field "territory" should be included with non-blank data.
If the state name has more than one word, supply the "abbrev" field.
