The USA Tax (short for "unlimited savings allowance") was a proposal to replace the United States federal income tax with a progressive consumption tax.[1] The bill (S.722.IS) was introduced in the United States Senate in April 1995 by senators Sam Nunn (D-Ga.) and Pete Domenici (R-N.M.).
