Pres. William J. Clinton signed a fiscal year 1993 appropriations act that conveyed title of the island back to the state and entered into a memorandum of understanding with the state regarding cleanup and control of the land. Kaho’olawe was used as a bombing range from World War II to the end of the Cold War and the Navy has spent $460 million to remove ordnance from more than 20,000 acres.
