Ursula is a foxgirl, a common character effect in anime and manga, who carries a gun as her main weapon.

She has purple and white fox ears and tail with the same colors.

As a pun, her complexion is known as Fox Face where the woman has a narrow face with close-set eyes, thin eyebrows, and high cheekbones.

Ursula is a Captain in the Empire's military. She was ordered to capture the Yorae Dragon and bring him to the Empire. She went to the Abandoned Village where Ryu, Scias, Nina and Cray had gone looking for the villagers of Chek. When she arrived General Rasso had tortured and killed most of the villagers, saying their lives were worthless. She tried fighting back and Rasso summoned a suit of armor to attack Ryu. Ryu went out of control and transformed into his Kaiser form, then destroying the suit of armor and shortly after the dragon went on a rampage, killing General Rasso and the nearby soldiers. About to kill her, Ursula pulled a gun on the dragon without firing. Nina hurried to Ryu and pleaded him to stop, causing the dragon to disappear. While Ryu slept, Nina watched over him and the rest of the team tied up Ursula and asked her what the Empire wanted with the Yorae Dragon. After convincing her to come with them to find Ryu's other half, Fou-Lu, Scias pulls out his sword and cuts the ropes off, saying "It's not g-g-good to tie up women!". Ursula soon after becomes a playable character as the party then needs her to escort them to the Fou Empire capital where Ryu may face his destiny. She is actually intent on fulfilling her mission by taking them to General Ruhn (later revealed to also be her foster father whom she refers to as grandfather). This plan however would turn in the parties favor as Fou-Lu takes over the capital before fulfilling her duty can have any purpose. When she is finally reunited with seemingly mortally wounded General Ruhn, he then orders Ursula to take Ryu to meet Fou-Lu as he's the only hope of saving the Fou Empire and the rest of the world from an apocalypse (assuming he is able to dominate his personality over Fou-Lu's). As they leave for the castle, Ruhn disappears and at the end of the game's good ending, Usula decides to finally leave the party and set out a search for him. Whether she ever found him at all, alive or dead, remained unclear to the players.
