Urere is an elite mercenary professional invader, capable of invading five planets a week. He comes to Pekopon at Keronian army's request to meet with the Keroro Platoon to discuss their much delayed invasion and to propose alternative options. He presented them with a clever invasion plan based on the Japanese saying of "if the wind blows, the bucket-maker will profit" (this saying is similar to the "butterfly effect", essentially meaning that every event in this world will have wide-ranging and completely unexpected consequences).
(The original Japanese saying is based on the following "logic": Strong wind -> sand and pebbles get into people's eyes -> people go blind -> the number of blind people increase -> shamisen (a traditional Japanese instrument normally performed by blind street performers) demand go up -> Japanese people use cat skins to produce shamisen -> the number of cats decreases -> the number of rats increases -> rats nibble wooden buckets -> demand of buckets increase -> bucket-makers profit.)
Urere captures the attention of the Keroro Platoon by presenting them with a simulation of his planned chain of events to be triggered(small snippets of the events are shown). The events themselves do not have any logical connection between one another, but that is the point of the "butterfly effect" plan. (For example, Urere described his plan as follows: "all you have to do is to make a giant fan to generate strong wind. Once you do that, after various things happen, the bucket-maker will profit. If the bucket-makers profit, after various things happen, racoons will start dancing. If the racoons start dancing, after various things happen, Sumomo will be swallowed by the sea... [etc.]... and then after various things happen, the pekopon invasion is complete.")
Everyone loves Urere's plan - it's simple, cheap, peaceful, creative and effective; a perfect plan. Keroro, jealous of the attention Urere was receiving from his platoon, immediately (and intentionally) objected, on the basis that the plan lacks the all-important element of "love". Keroro persuaded Urere to just take a day off at Pekopon instead, and they partied all night with him. Urere departs the next day, wishing the Keroro Platoon good luck in their invasion schemes - and Keroro proceeded to use Urere's "if the wind blows, the bucket-maker will profit" program on Pekopon after Urere leaves, trying to claim it as his own credit. Keroro starts the program, and Urere's plan proves to work very, very well...

Urere is a soft lavender colored Keronian with an upsidedown '!' sign, resembling a businessman's tie. He has large eyes and large blue pupils.
