The University of St. Thomas Residence Hall Association is one of the "Big 5" organizations at the University of St. Thomas (UST), Minnesota, which consists of St. Thomas Activities and Recreation (STAR), All College Council (ACC), Student Alumni Council (SAC) and Hana. UST's Residence Hall Association (RHA) has roughly 2,400 constituents and an annual budget of approximately $96,000. There are 50 general council voting members, 4 non-voting representatives and an executive board of 7. The General Assembly is the main body of RHA, and is comprised of the following:

  • 48 Hall Council Members (6 for each of the 8 halls[1]).
  • 2 SJV representatives
  • 1 RA Liaison
  • 1 Child Development Center Representative
  • 1 NRHH Representative
  • 1 STAR Representative
  • 1 ACC Representative

Unlike most residence hall associations, UST's RHA is not a division of the St. Thomas student government, ACC. While historically UST's RHA has been considered subordinate to ACC, it recent practice they have worked collaboratively. RHA directly represents students to the administration and beyond, rather than seeking ACC's approval on every piece of legislation.

RHA operates the campus movie channel, RHBO. Movies are judged based on the United States Conference of Catholic Bishops system, which rates from A-I to A-III, L, and O (for morally offensive). RHA also provides programs directed at health and safety and residence hall life.

RHA receives $20 per resident per semester living in any of the 7 traditional on-campus residence halls (Brady, Dowling, Ireland, JPII, Murray, Cretin, and Grace). Morrison Hall, Selby Hall, and the Child Development Center pay $12 per semester. Grand Ave. Apartments and SJV Seminary currently do not pay resident fees to RHA. The allocation of funds in traditional halls per student per semester is as follows:

  • $6 is allocated to hall councils to operate and put on programs
  • $6 is allocated to Resident Advisors for floor programs and events
  • $6 is allocated to the RHA executive board fund which is used for campus-wide events
  • $2 is allocated to the NCC fund to be used for conferences
