University of California Police Department
From Wikipedia, the free encyclopedia
The University of California Police Department (UCPD) is the police department for the campuses within the University of California system. The department is actually made of ten departments, each led by its own chief of police. These departments have a central coordinator, who is currently the chief of police at the Berkeley department. The coordinator compiles crime statistics from each campus, and ensures that the various departments are operating within the UCPD's mission. However, the coordinator has nothing to do with the day to day operations of each department, as each department has its own set of policies.
All UCPD officers are empowered by section 830.2(b) of the California Penal Code, giving them authority as duly sworn peace officers for the State of California[1]. As specified by section 92600 of the California Education Code, they are given wide geographical range to enforce the laws of the state[2]. Although the Regents of the University of California established UCPD as a state law enforcement agency on September 19, 1947, several departments had already existed as security agencies. As of that date, all current and future University of California police departments became official state law enforcement agencies.
The individual departments maintain contact with each other, which provides each with the assistance of mutual aid when needed. In certain situations, a campus's police department may not have enough personnel to handle a task. The chief of that department can then ask for additional personnel from another department. Wearing the same uniform facilitates the smooth addition of personnel from other departments. However, each department can design the appearance of its patrol cars as it pleases.
The departments operate their own communications center, or "dispatch." They are available to take emergency 9-1-1 calls and non-emergency police calls 24 hours a day, 7 days a week, 365 days a year.
Almost all of the departments have a Community Service Officer (CSO) program. CSO's are non-sworn student employees that perform various tasks for the department. Although their job description varies slightly from department to department, most utilize CSO's to perform night escorts and building checks. They have been described as the "eyes and ears" of the department, since they are in radio contact with the department's dispatch center.
Most of the departments also conduct bicycle registrations, "Live Scan" fingerprinting, and lost and found. Additionally, it is possible to have non-moving vehicle citations ("fix-it tickets") signed off at these departments.
In 1990, the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act became federal law. This law requires all universities to compile and publish data describing the reported crimes that occurred on campus. As university police, UCPD complies with the law by providing "Clery Reports" online and in print. The data for specific campuses can be found on the departmental websites listed at the end of this article.
Six of the ten UCPD departments use Tasers (UC Los Angeles, UC San Diego, UC Irvine, UC Riverside, UC Davis, UC Merced). UC San Francisco, UC Santa Barbara, UC Santa Cruz, and UC Berkeley currently do not intend to purchase Tasers[3][4][5][6].
