Established in 1979. University Grants Commission - Sri Lanka (UGC) is the Apex body of the University System in Sri Lanka which operates within the frame work of the Universities Act No 16 of 1978. The functions of the UGC are allocate funds to the universities and university institutes, serve as central admission agency for undergraduate studies in universities, planning, co-ordination and monitoring of the activities of the university system with a view to maintaining academic standards and implement the national policies in respect of the university education in Sri Lanka.

The University Grants Commission (UGC) is a public organization, established under the Parliament Act No 16 of 1978. The business office is located at No 20, Ward Place Colombo 07, Sri Lanka. It distributes public money, allocated by the Government for teaching and research to universities and university institutes. In doing so, it aims to promote high quality education and research, within the university sector to produce quality graduates that needs for developmental needs.

Since 1999 with amendments made to the Universities Act No 16 of 1978, the UGC has evaluated and given approval to a few private Institutions to award undergraduate degrees.

The UGC funds higher education, research and related activities at 32 institutions. These are made up of:

  • 16 Universities
  • 7 Post Graduate Institutes
  • 9 Higher Educational Institutes.
