[edit] LaSalle College...University or Not?

Since LaSalle (do not mistake with "Universidad de la Salle"; both are two diferent institutes) is one of the few university/institute that offers graphic and fashion design programs and one of the most recognized in colombia (being Tadeo Lozano the most recognized, the "arturo tejada" institute de most recognized in fashion design), should it be concidered an university in clombia, knowing that it has "college" on it's name?

For a bit of information about LaSalle College, it's an institute that offers design programes, just like the Istituto Europeo di Design.
